DICT’s Digital Governance Awards recognizes model LGUs of digital transformation
In today’s fast-paced modern world, information and communications technology (ICT) practices can also be a measure of public service and governance. While the Philippine government, in general, is far from complete digitization, there are already several LGUs and departments that have started their digital transformation. In recognition of the said LGUs and encouraging more local sectors to embrace digitization more, the Department of Information and Communications Technology (DICT) hosts the Digital Governance Awards (DGA) annually.
“With all the entries submitted, its inspiring to see the ingenuity and creativity of our government employees in solving their operational problems. The DGA is a good venue for government IT programs to be recognized,” said Allan Tan, Monstarlab Manila Managing Director, one of the judges of DGA last year.
For 2021, the awardees include LGUs in Metro Manila and the provinces – a significant indication of digitization in the Philippines on a growing scale. Municipalities of Tuburan in Cebu, Bacnotan in La Union, and Mangaldan in Pangasinan topped the Best in Customer Empowerment Award, which recognized the best use of ICT tools for the timely and improved delivery of public services. Meanwhile, for the city level of the same category, the awardees include Manila City, Quezon City, and Valenzuela City.
The DGA also lauded local governments that integrated digital tools to respond to the demands of business enterprises, which resulted in employment opportunities. Clinching the top spot for the Best in Business Empowerment Award under the municipal level was Libertad, Antique, followed by Taytay, Rizal, and Bongao, Tawi-Tawi, respectively. For the city level, landing in the first place was Ilagan City, then Manila (2nd place), and Mandaue (3rd place).
In terms of LGUs with the Best Practices in connecting their data systems with other government offices, both on the national and local scale for the convenience of their constituents, the DICT gave top recognition to Tigbauan, Iloilo (municipal level); Baguio City, and Manila City (city level) and Bulacan (provincial level).
Meanwhile, LGUs that received the first place in Best in Government Internal Operations Award for improving their internal processes through virtual tools include Mina, Iloilo (municipal level), Baguio City (city level), and Sarangani (provincial level).
Last but not the least, the Best in COVID-19 Pandemic Response Award went to Taytay, Rizal; Moncada, Tarlac, and Mina Iloilo for municipal level; Baguio City, Cebu City, and San Carlos City (city level); and Davao del Norte, Iloilo, and Southern Leyte (provincial level). These municipalities showcased “quick thinking, innovation, and resourcefulness” in using digital tools to adapt to the circumstances brought about by the pandemic.
